Is overeating an eating disorder?

No, it's a behaviour.

Over-eating, or under-eating, may be a symptom of/arise from a mental disorder, but 'over-eating' per se doesn't refer to the disordered thinking patterns that lead to it.

If it has a compulsive quality to it, yes. Binge eating disorder (BED). Or binge eating w/purging (bulimia).

But people with no mental issues can overeat from time to time without a psychological component.

i'm not sure if you mean a single instance of overeating, or if one does it on a regular basis. the latter, definitely, but the former, i think we all do it from time to time.

I mean over-eating on a constant basis.
Always eating too much because one believes one isn't eating enough.
Forcing yourself to eat more when you are not even hungry anymore and have already eaten enough.

As a person with a psychological dependency on food, I can confidently say yes, it's a real disorder that deserves just as much support as other eating disorders do.

Overeating in and of itself isn't necessarily an eating disorder, but it can be indicative of Binge Eating Disorder (now listed in the DSM-5).
