I don't think he is. Maybe a little bit, but even then it'd be nationalist (well, meaning mocking Indians as a nationality, not nationalist in the sense of supporting your nation over others)

It is racist, but in a tongue-in-cheek kind of way. I don't think the creators really think all Indians are like that. The character is more making fun of the stereotype, in a way.

It is making fun of the stereotype and I don't see how it is racist at all. Considering that it isn't showing anykind of hate towards Indians. (Degrading them as human beings)
Racist card gets thrown out a lot and I think it has lost a lot of meaning over the years.

Well, they have lots of stereotypes and they're basically making fun of all of them. There's the fat, incompetent, donut-eating police chief; there's the Kennedy-esque corrupt mayor; there's the slack-jawed yokel; goody-two-shoes Christians and hypocritical Christians; etc.

Every character in the show portrays a stereotype of sorts and the humor comes from that and from the times they act out of the stereotype as well.
Many animated shows follow somewhat the same pattern in that regard

If Apu was made to look intentionally inferior because of his Indian heritage then definitely. Otherwise a stereotype is a stereotype.
