in the us, i think that most federal legislation passed has so much bureaucracy behind it that it's difficult to determine good or bad intentions. the furthest extent which "bad intentions" would go probably would be seeking a profit or the proliferation of acts of war.

i think that the local police officer pulls you over because he wants a safer roadway, though.

This question way oversimplifies things. It's not like the government is a giant hivemind full of people who all have the same objectives and motivations. Some mean well, some don't. Plus, you're talking about the world's government. I don't think I have the credibility to talk about every single government in the world, do you?
