Really though I'd have to actually say no, unless you include psychological functions that are universal.

No. Science and reason are hardly "higher powers" and how could someone's conscience be considered a higher power? Higher than what, themself? That makes no sense.

I wouldn't know...I'm not an atheist. Although, I am agnostic and I don't have a "higher power". I just question things and want facts before I believe something.

I would consider the pursuit of truth to be the higher power for atheists and agnostics. Maybe more so for agnostics because atheists are kind of set on one thing.
